Abstract:

This paper analyzes the conditions of possibility for the emergence of Internally Displaced People (IDP) as a new worldwide issue. By tracing the major events behind this issue, this paper turns around the shaping of the discourse formation itself. Methodologically, it combines discourse analysis with an institutional ethnography made on various locations strategic to this worldwide issue. Finally, the discussion focuses on the Colombian case analysing some of its collateral effects related to the expansion of statalization processes.

Key words: problematization, internally displaced population, discourse formation, anthropology of the State, human rights.
